United Nations, New York, (Permanent Mission of St. Kitts and Nevis to the United Nations) October 20, 2026 – Her Excellency Dr. Mutryce Williams, Ambassador and Permanent Representative of St. Kitts and Nevis to the United Nations, on Monday, October 19, addressed the United Nations Security Council (UNSC) on behalf of the 14 Member States of the Caribbean Community (CARICOM), calling for urgent, coordinated and sustained international action to restore security in Haiti, advance its democratic transition and alleviate the severe humanitarian and socioeconomic challenges confronting its people.
Addressing the Council at UN Headquarters in New York, Ambassador Williams underscored the urgent need to bring the Gang Suppression Force (GSF) to full operational capacity, with the financial, logistical and operational support necessary to fulfil its mandate. She welcomed the adoption of UNSC Resolutions 2829 and 2831, renewing the mandates of the GSF and Haiti sanctions regime, respectively, and called for stronger international measures to stem the illicit flow of weapons and ammunition and cut off the financing and external support sustaining armed gangs.
On the path to democratic governance, Ambassador Williams reaffirmed CARICOM’s commitment to supporting elections that enable the Haitian people to exercise their democratic rights and restore constitutional order. Recognizing the potential challenges to holding elections scheduled for December 13 as planned, she called for a clear, revised timeline to guide the completion of preparations and the holding of elections.
The Ambassador emphasized that security alone cannot deliver lasting stability. Efforts to counter gang violence must be matched by stronger governance institutions, expanded socioeconomic support and tangible improvements in the lives of ordinary Haitians. She also stressed the urgent need to protect women, girls, and young people from exploitation, sexual and gender-based violence, and recruitment by criminal groups.
Reaffirming CARICOM’s unwavering solidarity with the Government and people of Haiti, Ambassador Williams called for a comprehensive international response that advances security, political dialogue, institutional strengthening and socioeconomic recovery in tandem, firmly grounded in Haitian ownership and leadership.
St. Kitts and Nevis, through its engagement at the United Nations and within CARICOM, remains committed to advancing regional and international efforts to help Haiti achieve lasting peace, security, democratic governance, and sustainable development.
